The Board of Directors has received comments and questions regarding the upcoming asphalt improvement project, including the installation of speed humps on Morena and Navarre. The Board appreciates the feedback and would like to share the reasoning and process behind this decision.
The addition of speed humps is not a new idea; the possibility wasfirst discussed during the community roadway renovation project prior to 2013. At that time, the decision was made to postpone the installation until the next major asphalt replacement project.
Since then, the Board has continued to receive repeatedcomplaints and in some cases visual evidence of vehicles traveling at unsafe speeds through our community. These concerns have involved not only delivery and service vehicles, but also residents and tenants. Over the past two years, the Board has carefully evaluated the issue as part of the planning process for the upcoming asphalt project.
One of the Board’s primary responsibilities is to help maintain a safe environment for everyone who lives in and visits our community. When repeated reports of unsafe driving are brought to our attention, the Board has an obligation to take reasonable steps to address them. Beyond the safety of our residents, failing to respond to known hazards could expose the Association to significant legal and financial liability should a serious accident occur.
Before deciding to install speed humps, the Board implemented several other measures. Additional speed limit signs were installed, and multiple reminders were distributed to residents regarding the community speed limit and the importance of safe driving. While these efforts resulted in some initial improvement, they did not provide a lasting solution to the problem.
After careful consideration, the Board worked closely with theasphalt contractor to determine the most appropriate traffic-calming solution for our community. As part of the upcoming project, three speed humps will be installed.
These speed humps are designed to meet applicable fire and emergency response requirements, allowing emergency vehicles and larger service vehicles to pass without impediment. Unlike traditional speed bumps, speed humps feature a longer, more gradual rise and descent. When driven over at the posted speed limit, they provide a smoother, quieter crossing and are less likely to cause discomfort or damage to vehicles. Their purpose is not to stop traffic, but to encourage drivers to maintain safer speeds throughout our neighborhood.
As everyone becomes familiar with the new speed humps, we ask that you approach them slowly and observe the posted speed limits. Doing so will help ensure a smooth transition and contribute to a safer environment for all.
